TOMAS MORAN'S
"FREE SPEECH" RESOLUTION

Tomas Moran proposed the following Free Speech Resolution
at the Febrary board meeting.  There was no second for his
motion -- and therefore, no vote.

Whereas the Pacifica Foundation promotes free speech
and open debate in its mission, and

Whereas the trust between the Pacifica Foundation
and its listener and support community has been eroded
by recent events, and 

Whereas an end to the current crisis in Pacifica can be
hastened by open and honest discussion of the issues, and

Whereas the so-called "gag-rule" has been used to discourage
vital debate on the underlying issues of this crisis,

We resolve that the so-called "gag-rule," forbidding discussion
of "internal matters" on the air, is hereby rescinded."
